Lofty ambitions In Trenton, converting outdated structures could revive city

David Henderson stood between two of the rusted, discolored columns inside one of the former Roebling Steel buildings in Trenton, a boarded-up factory structure with a damp feeling inside and debris strewn about each of its four floors.
